The Ukrainian government has announced new regulations for military-age men seeking to obtain passports, further tightening mobility amidst the ongoing conflict with Russia. 

The newly approved regulations require that passports for foreign travel for men aged 18 to 60 can only be issued within Ukraine’s borders.

This measure was announced a day after significant statements from Ukraine’s Foreign Minister Dmitry Kuleba, who said changes were coming to the country’s passport issuing. He said, “Staying abroad does not relieve a citizen of his or her duties to the homeland.”

Additionally, the regulations exclude certain groups from this restriction, including men with disabilities, who are still permitted to cross state borders under martial law. This comes at a time when Ukraine faces a notable shortage of troops, prompting legislative changes to enhance military mobilization.
