In addition to Speaker Johnson, President Zelensky will meet with President Biden at the White House. These meetings are happening against the backdrop of a divided Congress, which is divided on finalizing an aid package for Ukraine. The situation is further complicated by recent actions in the Senate, where Republicans blocked an aid bill for Ukraine and Israel, insisting on the inclusion of provisions for the US southern border.

Speaker Johnson has recognized the importance of aid for Ukraine and suggested incorporating as much of the House-passed GOP H.R.2 border bill into the aid package as possible, facing challenges from his party members who are hesitant to approve more aid for Ukraine. On the other side, Senate Democrats have labeled parts of H.R.2 as unacceptable, focusing their discussions on asylum and parole issues.

This comes as the White House stated on Sunday that Biden’s meeting with Zelensky aims to “underscore the United States’s unshakeable commitment to supporting the people of Ukraine as they defend themselves against Russia’s brutal invasion. As Russia ramps up its missile and drone strikes against Ukraine, the leaders will discuss Ukraine’s urgent needs and the vital importance of the United States’s continued support at this critical moment.”

President Biden, signaling a readiness to reach a compromise, said last Wednesday he’s willing to make “significant compromises” on border policy to facilitate the aid for Ukraine. This statement indicates a potential shift in the ongoing negotiations, which could unlock the much-needed funding for Ukraine.
