In brief remarks at an event, deputy assistant secretary of state for arms control Alexandra Bell told a think tank that China has resisted speaking with the United States over the issue. Bell said, “As a first step, we’d really like to have a conversation with them about each other’s doctrines, about crisis communication, crisis management. We’re not in that space with Beijing yet. So, there’s work to be done to begin the conversation, we think bilaterally. Look, we’re now at the 60th anniversary of the Cuban missile crisis. We don’t need to repeat that to know that we need to be at the table having conversations with each other.”

This all comes as the Pentagon has warned that China is pursuing a major modernization of its nuclear forces. Previously, top Pentagon officials have revealed that China is planning to increase its nuclear warhead stockpile to 1,000 by 2030, a significant increase from the 350 they are believed to have.

Last year it was revelaled that China was building hundreds of missile silos in Yumen, Hami, and Ordos (north-central china). Satellite images showed the construction of the missile silo fields. When asked by reporters about the satellite images revealing the construction, the Chinese government declined to comment on the construction.
