Multiple European leaders have warned that President Trump’s proposed 28-point peace plan to end the war in Ukraine could leave the country dangerously exposed to future aggression from Russia.

Some shit you should know before you dig in: If you’re unaware, the US recently put forward a 28-point peace plan aimed at ending the Russia-Ukraine war, which lays out a framework that largely aligns with long-standing Russian demands. The proposal would require Ukraine to surrender significant territory (including the entire Donbas region and Crimea), impose strict limits on its military, and permanently abandon any pursuit of NATO membership. It also suggests Russia could receive even more land than it currently occupies and outlinesreliable security guaranteesfor Ukraine. The plan was developed through talks involving US envoy Steve Witkoff, Secretary of State Marco Rubio, and Russian officials.

What’s going on now: European officials have responded to the proposed peace plan with a mix of cautious engagement and sharp criticism, emphasizing that the current draft is far from acceptable. In a joint statement signed by leaders from the UK, France, Germany, and other EU nations, officials acknowledged that while the plan may provide a basis for discussion, it still falls short of ensuring Ukraine’s sovereignty and long-term security. They warned that the proposed restrictions on Ukraine’s military capabilities would leave the country vulnerable to future attacks and undermine the principle that national borders must not be changed by force.

Key European figures have been especially vocal about the exclusion of Ukraine from the core of negotiations. European Commission President Ursula von der Leyen reiterated, “Nothing about Ukraine without Ukraine,” condemning the US-Russia-centered talks as diplomatically shortsighted. German Chancellor Friedrich Merz echoed similar sentiments at the G20 summit, stating that any resolution must be reached with Ukraine’s full consent and cannot be imposed externally.

This comes as Russian President Vladimir Putin said the 28-point peace plan could “form the basis for a final peace settlement” in Ukraine. More to come.
