For decades, concerns have been raised about whether some NGOs, despite receiving taxpayer dollars, engage in activities that run counter to US national interests, such as influencing foreign elections, supporting controversial social policies, or even aiding adversarial governments. Critics argue that some NGOs lack transparency, misuse funds, or operate inefficiently, leading to allegations of corruption and mismanagement. CARE USA, a major NGO that has received over $500 million from US taxpayers, has faced scrutiny over claims that some of its aid in the Middle East may have indirectly benefited terrorist organizations groups, raising concerns about oversight and accountability.

What’s going on now: In a memorandum released by the White House, President Donald Trump ordered a sweeping review of all federal funding to nongovernmental organizations (NGOs), directing executive agencies to cut off financial support for groups that his administration believes undermine US national interests. The memorandum states that “significant taxpayer dollars” have been allocated to NGOs that “actively undermine the security, prosperity, and safety of the American people” and directs agency heads to align future funding decisions with the administration’s priorities.
This move follows an aggressive push by the Department of Government Expenditures (DOGE) to investigate USAID, a key agency responsible for distributing billions in foreign aid. The administration has already taken steps to dismantle USAID, including freezing funds, slashing staff, and ordering a full shutdown after allegations of corruption and wasteful spending.
Secretary of State Marco Rubio has been one of the most vocal critics of USAID, accusing agency staff of “insubordination” for failing to justify their spending and comply with administration directives. He has condemned the agency’s handling of foreign aid, particularly its use of taxpayer dollars for programs that do not align with Trump’s agenda.
