The Trump administration is threatening to cut off intelligence sharing and a key weapons pipeline to Ukraine unless Kyiv stops striking Russian oil refineries, days after President Trump called for Ukraine to replace President Volodymyr Zelensky.

Getting into it: The State Department and Pentagon delivered the warnings to Ukrainian and European officials over the weekend, with the US military calling Ukrainian commanders directly, according to the Financial Times, CNN and the Kyiv Independent. The threat includes shutting off PURL, the NATO-managed program that lets European allies buy American weapons for Ukraine, which delivered $6.7 billion in arms in its first year. “They called all the top military officials with threats,” one Ukrainian official told the Kyiv Independent.

The warnings followed a chaotic stretch in which Trump announced a deal Friday to lift sanctions on Russian diesel exports until April 7, starting with 300,000 tons. On Saturday, he told reporters that “it’s time for Ukraine to get a new president,” and on Sunday he unveiled what he called an “energy ceasefire” between Russia and Ukraine, which Kyiv says it learned about from the news. Trump blames Ukraine’s refinery strikes, rather than the Iran war and the closure of the Strait of Hormuz, for record US diesel prices, now averaging $6.28 a gallon according to AAA.

Zelensky Trump

“I said to him, ‘Do what you want. Don’t hit refineries. There’s plenty of targets. Don’t hit refineries.’ And he went out and he hit,” Trump said of Zelensky. “He better damn well stop.”

Zelensky called the diesel deal a “birthday gift” to Putin and tied it to Saturday’s Russian strike on Zaporizhzhia, where 20 people died, three of them children. “Today, Russia said thank you for the lifting of sanctions on diesel exports by dropping five glide bombs on residential buildings in Zaporizhzhia,” he said. Speaking at the Warsaw Security Forum, Zelensky said Ukraine is willing to honor an energy ceasefire if Russia does too, but noted that Russia struck a power plant in Kharkiv hours after Trump’s announcement and that Ukraine has only one oil refinery, knocked out by Russian strikes years ago. “It was clear that Putin does not read TruthSocial,” he said.

Ukrainian Foreign Minister Andrii Sybiha said Zelensky has the support of the Ukrainian people, while Putin envoy Kirill Dmitriev praised Trump’s call for new leadership as “iconic and historic.” Ukraine can’t hold elections while martial law, in place since Russia invaded in 2022, remains in effect.

This all comes as European allies push back on the diesel deal. Ahead of what she called the biggest round of EU sanctions on Russia since the invasion, EU foreign policy chief Kaja Kallas said “this is not the time to ease pressure on Russia, and Europe won’t.”
